摘要
随着填海造地海域使用金征收标准的大幅提高,其使用权益关注度日益加强;海域使用面积和竣工验收后换得土地证面积的不等,造成填海海域使用管理的窘境。笔者对上述问题进行论述,并讨论解决的方法,形成政策建议。
With increasing of costs for reclamation of using the sea,concerned about the rights of using the sea are more strengthening;area of using the sea is not the same as area of land permit when they exchanged,resulted in some difficult about marine area management.Authors discuss these questions,and conclude some solutions,and give some policy recommendations.
