摘要
随着我国对外贸易的不断发展,沿海港口建设投资迅速增长,经济发展和用地不足的矛盾逐步凸显出来。填海造地缓解了一些港口用地不足的问题,但海域使用权与土地使用权转换过程中的问题也随之显现。结合工作实际对港口填海形成土地是否应在换证过程中缴纳土地出让金这一国有资产管理问题加以探讨。
As the development of our country's international trade,the investment in coastal port construction is increasing rapidly,and the conflict between the economic development and the shortage of land appears.The marine reclamation land increases the land of the port,but the new problems of the conversion between the sea-use right and the land-use right arise.Combined with the actual work,the article discusses a problem of the state assets management whether the transferring fee of the port reclamation land should be imposed when the land using right certificate is changed.
