摘要
目的评价北京市对口支援社区卫生服务政策的短中期效果,为政策的进一步实施提供建议。方法于2007年7月和11月分别对992名和744名社区门诊患者、176名和256名社区卫生人员进行问卷调查,同时收集全市社区卫生服务机构的统计数据。结果社区卫生人员的能力水平、社区慢性病管理效果、门急诊服务量及其同比增长率均较政策实施前有所提高。结论北京市对口支援社区卫生服务政策在一定程度上起到了预期的作用,需进一步研究建立确保双向转诊绿色通道通畅的长效机制。
Objective To evaluate the short and mid-term effect of partner support policy for community health services （CHS） project in Beijing, in order to provide reference to the sustainable development of the policy. Methods Totally 992 out-patients and 176 community medical professionals, and 744 out-patients and 256 community medical professionals were questionnaire-surveyed in July and November 2007 respectively. The data from related organizations were at the same time collected.Results Community medical professionals＇ capacities, the effectiveness of managing chronic diseases in community, clinic and emergency service amounts and their year-on-year increase rate in community were improved after the implementing the policy.Conclusion The partner support policy in Beijing has received the expecting objective to some extent. The related study needs to be further done to establish long-term effective mechanism of bilateral referral.
