摘要
依据2006年版《城市电力网规划设计导则》对城市电网规划的经济评价的要求,采用"有无对比法",以西北某城市"十一五"期间电网规划项目的建设投资为例,对该城市城网经营企业"有项目"和"无项目"时的盈利能力、清偿能力及电价、投资和电量三者的敏感性进行了分析。结果表明,"有无对比法"能够体现进行城网规划项目投资时城网经营企业的运营状况,计算结果可对规划建设人员起到较大的辅助决策作用。
According to the Code of Planning and Design of Urban Electric Networks （PUEN）in 2006, to analyze the profit ability and redeem ability, as well as the sensitivity of the three factors of electricity price, investment and electricity, a case study is conducted based on urban power network investment and construction of a city in northwest China during the 11th 5-year planning using the method of with and without comparison. The results show that the method can reflect the management status of power transmission corporations in the investment process, and the calculation results can help the planners greatly in assistant decision.
