摘要 海上施工建设单位多、施工设备多、人员复杂且点多面广,施工安全的影响因素多而且模糊性强,因此,提出应用模糊神经网络评判法进行海上施工安全评价,并应用层次分析法进行各因素权重的确定。针对海上施工受气象、海洋环境影响大的特点,建立了海上施工安全评价的指标体系,该体系包含施工作业、施工管理、气象环境、通航环境4个1级指标,并利用改进的动量BP神经网络进行施工安全的评价预测,为指导海上施工安全提供了必要的理论基础。 This paper intends to introduce its authors' idea on how to establish an assessment system to give a more rational evaluation on a construction project on the vast sea. It is well known that it used to be a great adventure to organize and implement such construction projects, which involve different planning and construction organizations, enormous amount of huge construction equipment and installations, in addition to thousands of engineers, technicians and skillful builders with different expertise and other complicated technological and engineering backgrounds. In the actual process of construction, series of measures are to be taken to guarantee the safety and security, which involves innumerous unexpected or predictable factors fuzzy by nature. Seeing the particular characteristic features of the marine construction projects, such as long construction period and enormous scales, risks, complexity and complication are always to be kept in mind and comprehensive assessment of the safety management has to be done with great accuracy and steadfast determination. Based on such a need, this paper resorts to the method of fuzzy mathematics and neural network for evaluating the safety control and management on the large-scare marine construction, including the method of hier- archical analysis process (HAP) in weighing all the key factors involved. Such projects are also greatly influenced by the weather conditions and the actual marine environment on the spot. Therefore, the index system of safety evaluation on the construction' projects on the sea has been set up including the four foremost indexes, such as construction process, construction management, meteorological environment and voyage environment. What is more, special attention has to be paid to the safety evaluation and forecast and prediction of the prospect of the under-going construction by means of the improved BP neural network, which should be in a position to provide necessary theoretical basis for safety managers to guarantee the safety of
