摘要
近年来,我国老龄事业取得了很大的进步,为老服务保障水平大幅提高,但也存在着阻碍为老服务水平提高的因素,如与老年人生活密切相关的服务基础设施就没跟上时代的步伐,存在供给缺乏、质量不高、城乡之间供给水平不平衡等问题。扭转这一状况的根本途径在于:按照科学发展观的总体要求,统筹城乡的协调发展。根据这一指导思想,我国应以完善城乡为老服务基础设施建设的工作机制、建立长效投入机制、探索全社会力量参与机制为目标,稳步、有序地促进为老服务的基础设施健康发展。
In recent years, our country has made great progress in the undertaking for the aging and the service quality for the old, but there are still some obstacle factors to raise the level of services for the old. For example, the service facilities which are closely related to the life of the old have not kept up with the pace of the time. The sup- ply is short and the quality is not high and the level of supply is imbalance between urban and rural areas. There is a fundamental way to reverse this situation, in accordance with the general requirements of the scientific and devel- opmental concept for the coordinated development of urban and rural areas. According to the guiding ideology, Chi- na＇ s urban and rural areas should both improve their service facilities construction mechanisms for the old, the es- tablishment of long- term investment mechanism,to explore all ways to encourage all social forces to participate in mechanisms as the goal, promoting steadily and orderly service facilities for the old.
