摘要
高校横向课题经费使用不规范,既有客观原因,也有主观原因,必须通过系统的办法来加以解决:一是淡化学校行政身份,创造良好的科研环境;二是明确学校是横向课题经费管理的责任主体;三是完善横向课题经费管理办法,以促进高校横向课题工作的健康发展。
The non-standardized use of the lateral research funds in colleges and universities is due to both objective and subjective reasons,and must be resolved through systematic approaches： First,to play down the emphasis on the school status of administration and create a good research environment;Second,to make it clear that the school is the principal part of responsibility for managing the lateral research funds;Third,to perfect the management methods of the lateral research funds in order to promote its sound development.
