摘要
本文从进入权理论入手,以某国家级自然保护区T为案例研究地,在自然资源旅游经营权转让背景下,通过对社区、保护区管理局和旅游经营企业三者的获益能力的分析,探讨社区难以参与自然资源旅游经营和利益分配的原因。研究发现,由于集体产权相对于国有产权较弱,同时受到市场和资本的挤压,社区的获益能力逐步被削弱。
T National Nature Reserve （TNNR） transferred the operational rights of its tourism as a whole to a private enterprise. Based on the theory of access rights, this research analyzed changes of the communities, the reserve administration and the enterprise in the abilities to benefit due to the transfer, and explained why it is difficult for the communities to participate in and benefit from the tourism operations. It is concluded that because of the weakness of collective property right compared to state property right and squeezed by the market and capital, communities＇ ability to benefit is gradually weaken.
