摘要
《国家中长期科学和技术发展规划纲要》已经实施3年多了,虽然规划纲要明确提出在评估的基础上要建立纲要实施的动态调整机制,但对于纲要如何开展评估,目前国内还鲜有人进行研究。在对监测评估理论分析的基础上,通过对爱尔兰科学技术与创新战略(2006—2013年)监测评估实践的剖析,对我国规划纲要开展监测评估提出了政策建议。
The State Council has issued The National Guideline on Medium-and Long-Term Program for Science and Technolo-gy Development（2006-2020） for more than 3 years,which definitely proposes to set up the dynamic adjustment mechanism on the basis of evaluation in implementation.But it is seldom that some domestic researcher has carried out study on how to evalu-ate it.This paper brings forward suggestions on how to evaluate it based on analysis of the M＆E theory and M＆E of strategy for science,technology and innovation（2006-2013）in Ireland.
