摘要
本文基于CES生产函数,利用我国12个省份2003-2005年的面板数据,实证分析了农业灌溉用水量与农田灌溉水利投入之间的关系。结果表明,亩均灌溉用水量与灌溉投资之间有较大的替代弹性,存在着很强的替代关系,这说明在给定的产出水平下,政府部门可调动多种投资主体的积极性,提高灌溉投资水平,达到对灌溉用水的替代,实现节约农田灌溉用水的目的。
The relation between irrigation water use and water conservancy input of farmland irrigation of 12 provinces in China from 2003 to 2005 is analyzed with CES production function and panel data. Empirical results show that there is great elasticity of substitution between irrigation water use per mu and water conservancy input of farmland irrigation. The substitute relation is strong, which means that, under a given output level, government departments could encourage various investment channels to increase the input level of rural public goods so that substitute water conservancy input for irrigation water use and the objective of farmland irrigation water-saving can be reached.
