摘要
公粮配给制度是国民政府在抗日战争战时期实施的一项粮食消费分配制度。该项制度以公教人员及其家属为目标人群,平价或免费定量配给粮食,旨在改善公教人员生活以便安心工作。按照目标人群的行政隶属机关层级,公粮分中央公粮、省级公粮、县(市)公粮三类,定量标准及公粮的来源有所不同。本文主要探讨国民政府公粮配给的对象、定量标准、公粮来源、实施目的及绩效。
In order to improved the lives of teachers and civil servants, the government practiced food rationing system, the Government supply of cheap or free quantitative food for civil servants and their families. Central, provincial, county civil servants and teachers of food quantitative standards, the sources were different. In this paper, the National Government to explore the subject of food rations, ration standards, the purpose and effectiveness of rationing and so on.
