有些村民委员会以所谓转让采矿权的名义将矿产资源转让给他人开采，对这一问题，存在着许多不尽一致甚至是截然不同的观点。
Abstract: Some of the villages committee transfer the mineral resources to the other persons to mine in the name of so-called transferring the mining rights. There are various and even completely different opinions on the problems. This article puts forward its ideas though case analysis.
