农民工返乡创业为新农村建设注入了稀缺的资金和人力资本,为农民增收开辟了新的空间,是推进新农村建设的重要方式。针对农民工返乡创业中的融资难、政策支持不足、组织化程度低和经营环境差等问题,需要健全融资体系、出台税费优惠政策、构建创业平台和优化创业环境。
