摘要
基于“制度-话语”研究视角,对1949—2021年农业转移人口的政策文本进行内容分析,考察不同制度情境下政策话语转化为治理实践的内在机理。研究发现,自新中国成立以来,受不同阶段社会经济发展的制约,农业转移人口政策经历了巩固政权的政治主导逻辑、发展经济的市场逻辑以及共享改革成果的社会逻辑的演变历程。政策制定者的情境认知与官方传媒和大众知识结合,建构了农业转移人口“非法流动者”“农民工”“新市民”的社会身份,并在社会实践中具体化为与之对应的城乡分治、城乡二元以及城乡一体的制度安排,与嵌入其中的政府治理行为共同促成农业转移人口严格管制、规范化管理以及包容性治理的历时性治理变迁。
From the perspective of“institution-discourse”,this paper analyzes the content of the policy texts of agricultural transfer population from 1949 to 2021,and examines the internal mechanism of the transformation of policy discourse into governance practice under different institutional contexts.The study found that since the founding of the People′s Republic of China,due to the constraints of social and economic development at different stages,the agricultural population transfer policy has experienced the evolution of the political dominance logic of consolidating the regime,the market logic of economic development,and the social logic of sharing the fruits of reform.The situational cognition of policy makers combined with official media and public knowledge to construct the social identities of“illegal migrants”,“migrant workers”and“new citizens”of the agricultural migrant population,and embodied in social practice as corresponding to them,which constitute the institutional arrangement of urban-rural division,urban-rural duality,and urban-rural integration,together with the government governance behavior embedded in it,has shaped the diachronic governance changes of strict control,standardized management and inclusive governance of agricultural migrant population.
