摘要
盐官的设置是元代盐政的重要内容之一。有元一代,南北得以统一,元统治者对全国较大的几个盐运司的官员进行了统一设置,并罢去一些规模较小盐司的官员,这反映了统一局面下元统治者宏观调控,抓大放小的管理思想。随着盐务管理体系(盐运司—分司—盐场)的建立,元统治者整合金代盐官体系和元初转运司体系,相应建立了盐官体系,进而推广至南方产量较大的两淮、两浙及福建盐区。这是全国统一局面下的客观要求,也是中央垄断盐业,加强中央财权的重要表现。元代盐官体系盐运司官员设置的规范化使元代盐法在理论上臻于完善,并成为明清盐官设置的样板。
The setup of the officials in charge of salt industry was one of important contents in the Yuan Dynasty. The government, which united the country, made some important institutions in charge of salt industry have the same items of the officials, at the same time, dismissed some officials in some little in- stitutions, which shows it adopted the Macro -control policy in the United Yuan Dynasty. With unity of the country and the reformation of management of salt system, the new system of the officials in charge of salt industry, which assimilated the salt official system in Jin Dynasty and the Zhuanyunsi（ 转运司 ） official system in the early- Yuan Dynasty, was built and generalized in some important south areas producing salt. The standardization of setup of the officials made the system more perfect, and the system became the model adopted by the governor in the Ming and Oing Dynasty.
