摘要
我国脱硫产业发展经过了从"冷态"到"热态"再到"温态"3个发展阶段。分析了每个发展阶段的特点,指出脱硫产业在我国取得显著成绩的同时,也暴露出一些问题,如技术创新能力低,对脱硫设施运行仍需要加强监管等。提出我国的NOx控制应吸取脱硫产业发展过程中的经验和教训,坚持先一次脱硝再烟气脱硝的原则,开发具有自主知识产权的烟气脱硝技术,制定科学合理的NOx排放标准和政策体系,出台科学合理的脱硝电价政策,充分调动电力企业治理NOx排放的积极性等建议。
In our country, there are three development stages in flue gas desulphurization (FGD) industrialization: "cold" stage, "hot" stage and "warm" stage. The features of each development stage are analyzed, and some problems emerged in FGD industrialization are pointed out, for example, low technical innovation ability, better supervision for FGD facility and so on. NOx control strategy should extract experiences and lessons of FGD industrialization development process. The rules that denitrification before flue gas de-NOx should be keep. The flue gas de-NOx technique with proprietary intellectual property fights should be developed. The scientific and reasonable NOx emission standards and policy system should be drew up. The scientific and reasonable policies of electricity price of de-NOx should be promulgated, and it is necessary to fully motivate the enthusiasm of electricity undertaking to control NOx emissions.
