摘要
新型合作医疗制度在我国已全面铺开,然而筹资困难始终是这一制度可持续发展的关键限制要素。鉴于国内外社会保障发展的经验教训,我国政府不可能包揽农村医疗保障的全部筹资。因此,当前新农合筹资来源仍然要坚持多方负担的基本原则。研究认为,我国政府在新农合制度中承担了主要筹资角色,即一方面"拉"农民参加新农合;而另一方面,当前我国宏观农村经济政策走向以提高农民收入为中心,又"推"动了农民提高筹资能力。今后主要是保持政策的稳定性和连续性,确保"推""拉"结合,构建一个长效且随经济发展而逐步提高筹资水平的筹资机制。
New cooperative medical system has spread out cross the China, however, financing difficulties has always been a key element of sustainable development of this system. In view of learned lessons of social security development at home and abroad, our government can not monopolize all the rural health care financing. As a result, the basic principle of current financing source still had to adhere to co-financing be- tween the Government and rural residents. Study considered that Chinese government played a role of major fund-raising in the NCMS, that is, on the one hand, "pull" rural residents to participate in the NCMS;on the other hand, China' s current macro-economic policies toward en- hancing the income of rural residents as the center, "push" rural residents to raise the ability to fund-raising. Hence, it is important to keep the stability and sustainability of policies in order to ensure combination of "push" and "pull", and build a financing mechanism with long-lasting and gradually raising the level of financing with the economic development.
