摘要
针对近期各地出租车行业频发的群体性罢运事件,该文关注以出租车行业为代表的公共事业中政府管制政策的合理性与现实困境。在分析产业生态链上各主体的利益诉求与公共事业的本质属性的基础上,认为公共事业领域的行业管制,是源于对公共性的保障考虑,而管制偏差致使行业效益性长期缺失并影响公共性实现。因此,公共事业领域的管制政策改革应在林德布洛姆的"渐进决策理论"视阈下进行渐进调试,用激励性、协商性替代指令性管制并最终实现公共性与效益性科学统一的决策目标。
In allusion to recent taxi driver strikes, this article focuses on the rationality and dilemma of government regulation of public utili- ties represented by the taxi industry. Based on an analysis of interests of the main demands and the essential attribute of public utilities in the ecological chain of the industry, the author supposes that public utility industry control is based on a consideration of public protection, and that the control bias results in long - term loss of efficiency, affecting the realization of public nature. Therefore, the reform of control in public utilities should have a gradual adjustment under Lindblom' s theory of Incrementalism in policy and decision - making. Encourage- ment and consultation instead of commanding control are advocated to eventually achieve a unified decision - making goal for public control and beneficial control.
