摘要 制度是影响技术创新的重要因素,好的有效的制度安排能够激发社会的创新热情,优化科技资源配置,提高技术创新的效率。本文根据负二项式模型,采用1975-2006年的跨国数据,实证分析了八个法律和经济制度因素对技术创新产出和R&D投入的影响。分析结果表明,对技术创新影响较强的制度因素分别是知识产权保护、市场发育程度、法律规范程度和私有产权保护等,并且知识产权保护与技术创新活动之间呈倒U型非线性关系;同时这些制度因素通过影响R&D投入而间接影响技术创新。 Institution is an important factor that influences technology innovation, under a set of good and efficient institution arrangements, the passions of innovation can be greatly inspired; the resource of technical can be largely optimized and the efficiency of technology innovation can be enormously enhanced. Based on negative binominal model, this paper studies the relationship between eight economic or legal institution and technology innovation for a cross - section of countries for the period 1975 - 2006. Results show that intellectual property rights ( IPRs), degree of marketization, integrity of the legal system and degree of private property protection have obviously positive effects on technology innovation respectively, and IPRs has an inverted U - shaped relationship with technology innovation activity. Also, the paper finds that these institutional factors affect technology innovation indirectly by stimulating the accumulation of R&D input.
