摘要
社会信任是社会成员之间相互相信而敢于托付权责的社会理念,是社会知识交流的核心与成果。通过寻求合作方之间的合作实现收益最大化的现代公共管理活动,极大地依赖于社会信任制度的建立和完善。因此,在以人为本和构建和谐社会的公共治理理念下,探讨培育社会信任的制度条件及实施路径尤显重要。
The social credit is a social conception for mutual trusts among the community members, and a basis for the social knowledge exchanges. The maximal interest is pursued by seeking cooperative partners in the modern public management, and continuous construction of the social credibility. This is fundamental for the public administration of social harmony, and cultivation of social trusts.
