摘要
建设公共服务型政府是我国行政体制改革的重要目标。建设公共服务型政府一方面需要找准政府的定位,另一方面需要厘清公共服务型政府的对象。本文对公共服务型政府的对象进行了分析和探讨,文章介绍了源起——新公共管理背景下"顾客导向"理念的引入,分析了进步——"顾客导向"的价值和意义,剖析了超越——由"顾客导向"到"公民导向"的发展,认为定位——"公民导向"是中国建设公共服务型政府的必然选择。
Building a service-oriented government is the goal of our country's administrative system reform. To think of how to build a service-oriented government, we should know how to relocate the government on one hand and to analyze the objective of government's public service on the other hand. The article is about the latter. The article analyzes the origin of the idea of "customer orientation" and the value of the idea of "customer orientation". Then the article introduces the development from "customer orientation" to "citizen orientation". In the author's opinion, "citizen orientation" is certainly the choice of our country's administrative system reform.
