摘要
为分析政府与公民信任关系的本质,从政府与公民之间信任关系的双向性内涵入手进行分析,即政府信任关系是双向的,既包括公民对政府的信任,也包括政府对公民的信任。因而政府与公民之间的信任关系是十分复杂的,必须揭示这种信任关系的本质。政府与公民间应是契约型的信任关系,即政府所享有的权力是公民权利的让渡,政府用契约的形式把公民对它的信任固定下来。
In order to analyse the nature of relationship between government and people trust, first we can analyse the ＂two--direction＂ connotation of it. That is to say this kind of relationship has two directions：not only people trust government but also government trust people. While the relationship is very complicated so we must reveal the nature of it. The relationship between government and people trust should be contract relationship because the power of government is from people and government can fixed it by trust.
