摘要
当前水资源短缺日趋紧张,水资源配置特别是小区域的水资源配置中的冲突博弈越来越为人们关注,论文对小区域的水资源配置问题,分别从信息对称和信息不对称两个情境下,讨论了基于整体理性的集中决策下水资源配置的帕累托最优,并进一步考虑了基于个体理性的分散决策的个体收益最优,研究结果表明,无论是在信息对称还是不对称的情况下,小区域水资源配置的集中决策模式下的最优取水量比分散决策模式下的最优取水量少,而集中决策模式下的最优利润比分散决策模式下的最优利润多。因此,对于小区域水资源配置问题,引入一个强有力的第三方的区域的水资源配置管理机构,掌管该区域所有水资源的管理、配置、调度权,采取集中决策模式促成各取水主体之间的协同合作,实现多方合作共赢。并结合南四湖水资源配置问题进行了实证分析。该研究对于水资源配置机制理论和实践具有一定的学术意义和应用价值。
Currently, shortage of water resources becomes more and more serious, conflicting game of water resources allocation in small districts becomes the focus of people's attention, from the angles of information symmetry and information asymmetry , this paper discusses Pareto optimization-based group rationality under centralized decision and individual optimization-based individual ra- tionality under decentralized decision, the result indicate that whether on information symmetry or information asymmetry condi- tions, optimal quantity of water resources taken under the centralized decision is less than that under the decentralized decision, while optimal profit under the centralized decision is more than that under the decentralized decision. Hence, introducing a third strong management organization to manage all the water resources, allocation and promote all agents" collaboration under centralized deci- sion, to achieve multi-agents" win-win. Finally, this paper does some empirical research on Nansihu Lake case. The research has a certain theory meaning and application value to water resources allocation mechanism theory and practice.
