摘要
公益文化设施是公共文化事业的基础和发展载体,发挥着传播知识、宣传教育、示范指导、向群众提供优质精神文化产品、提高全民族思想道德素质和科学文化水平的作用。从公益性文化设施非营利性和公共性角度讲,应该将公益文化设施向社会公众实行免费或优惠开放。但是,图书馆、博物馆、纪念馆等公益文化设施多年来实行的收取费用的做法,违背了其公共产品的属性,并且反过来阻碍了其自身的发展。公益性文化设施作为公共产品,具有公益和社会属性,属于公共财政支持和保障的范围。在分析了我国公益文化设施财政投入现状的基础上,提出了我国财政支持公益文化设施免费开放的几点建议。
Public cultural facilities as the development of public cultural carrier, it shoulders the mission of the dissemination of knowledge, education, model guidance, providing high quality spirit cultural products to the masses, improving ideological and moral quality and the scientific and cultural level of the whole nation. In order to realize social benefits of public cultural services, opening up public cultural facilities to the public freely or preferentially is an important measure. However, the practice of the implementation of the fares of the libraries, museums, monuments and other public cultural facilities over the years goes against the property of their public goods and hinders the development of its own, precisely because of its public welfare and society at the same time, the Government should provide appropriate financial support. Based on the analysis of relations about public finance and construction of cultural facilities, this paper discloses our country on the financial investment status and question in cultural facilities, and provides some suggestions about free of charge in the financial support to our public cultural facilities.
