摘要
政策法规及监管措施是高校网络教育"规范管理、依法治教"的重要基础,也是推进其发展改革与创新的重要保障。高校网络教育在规模持续发展的同时,需要更加注重质量监管。自现代远程教育试点工作开展以来,教育部出台了有关审批、招生、证书、电子注册、统考、年报年检和评估等政策措施,并正在研究制定网络教育课程与教学规范,本文基于政策分析探讨了构建社会化和立体化网络教育质量监管体系的思路。
Policies, regulations and regulatory measures are important basis for standardized management and legal teaching of e-learning in Chinese universities, which are fundamental guarantee for promoting its development, reform and innovation. As the sustainable development of the scale, we should pay more attention to quality monitoring at the same time. Since the start of Modern Distance Education Pilot ( MDEP, the Pilot) , the Ministry of Education ( MOE ) of the People ' s Republic of China promulgated policy measures relevant to administrative approval, enrollment, certificate, electronic registration, national examination, annual report and assessment, and evaluation, etc. and is working on standards for e-learning curriculum and teaching. The paper discusses the idea of establishing social and three-dimensional quality monitoring system of e-learning based on policy analysis.
