摘要
通过实地调查和文献回顾,发现中国城市电子废弃物回收处置过程中存在的主要问题有7个方面:①缺乏明确的规章制度和严格的准入制度,电子废弃物从回收到处置都缺乏有效的管理和监督;②相关从业者的经营规模与技术水平参差不齐,市场秩序较为混乱;③电子废弃物的个体回收者,大多数设备条件落后,处理方式仅作为获利的手段,部分回收者和分解者在加工过程中造成了严重的环境污染;④生产厂商、销售商、消费者及政府部门都没有将电子废弃物的回收处理视为其应承担的社会责任和环境责任;⑤政府与生产厂商互相推诿电子废弃物的回收处理责任;⑥消费者的资源节约和环保意识亟待加强,部分消费者存在环境意识淡薄、废旧电器随意丢弃和处置不当的现象;⑦从环保意识到环保行动,大多数城市居民具有较高的潜在支付意愿:90%的消费者愿意以较高的价格,购买更有社会责任感和更环保的生产厂商的产品,反映出消费者在经济成本和环境成本之间的权衡尺度和支付意愿。
Through questionnaire investigation and in-depth interview in Tianjin, together with works of searching correlative literatures about electronic waste recycling market, we find the main issues of electronic waste recycling processing at the present time in the city. Firstly, most consumers were not satisfied with current recycling and treatment mode of electronic waste. Almost half of consumers investigated considered the existing condition was unqualified or defective. As many a part of consumers expressed that they did not know how recycling and reusing of electronic wastes were carried out at all. Therefore, they often randomly and blindly discard electronic wastes. Secondly, market for electronic wastes recycling is short of specific regulation system and strict admittance institution. There are obvious distinctions in working scales and technical levels of electronic waste recycling industry. The market of electronic waste recycling is in disorder. Thirdly, the electronic wastes recycling market lacks effective management and supervision in the process of abandon, recycling and treatment of electronic wastes. Most reclaiming organizations and individuals are backward in technical level and poor in equipment condition. They deal with electronic wastes only because of economic profit. Some of those reclaiming and decomposing organizations have caused serious environmental pollution in the process of recycling and reusing electronic wastes. Fourthly, producers, marketers, consumers and government do not treat electronic wastes recycling and treatment as their social and environmental responsibilities. Producers and government even pass the responsibilities of electronic wastes management to each other. Fifthly, the consciousness of resource and environment should be intensified among consumers, because some consumers sometimes randomly and improperly discard electronic wastes, and some consumers are devoid of environmental consciousness in some ways.
