摘要
现代城市规划是在现代城市发展的背景下，由政治、经济、社会、工程技术等各方面相互作用而成的综合体．它作为一门独立的学科和一项社会实践，已获得了学界和社会的普遍认可．但是，如何看待城市规划的作用、基本原则和方法，无论在学术领域还是在社会各界均未获得统一的看法．在实践中，人口、土地、经济、环境等各方面的矛盾日益加剧，城市规划究竟能在多大程度上发挥功能也受到人们的怀疑．因此，有必要基于传统的规划理论．结合近年来城市规划所遇到的问题和积累的经验，重新审视它的地位，对其作出进一步的认识．
It has not ccme to a final conunon conclusion about some basic and important issues, such as the function of urban planning, its basic principles and mehtods, etc.. Today, due to the contradiction become worse among population, land, economy and environment, people doubt the function and its effects of urban planning in practices. The author thinks that it's necessary to evaluate the status of urban planning based on traditlonal planning theories and current planning experiences and relevant problems
