摘要
一般来说,对自然垄断行业实施一定的进入管制是必要的。但是,进入管制的存在通常会导致自然垄断行业成为一个低效率行业,竞争机制的缺乏无疑会损害行业的可持续发展能力。笔者针对自然垄断行业所存在的上述问题,构建了一个进入管制下的渗透性投资行为模型,并提出在一定的技术和市场条件下自然垄断行业的适度竞争和进入管制可以并存。
Generally, regulation of entry is universal in natural monopoly industry. However, low efficiency is always alongside with regulation of entry. Lack of competition often leads to damage to the sustainable capability of natural monopoly industry. A model of firm＇s permeable investment is brought forth in the paper which suggests that moderate competition and regulation of entry can be compatible under some circumstance of technology and market.
