摘要 "权利和义务"之争一直是我国城市义务教育阶段实施就近入学政策的一个焦点,两者处于一个博弈局势中。目前,我国的国情决定,单纯强调就近入学是一种权利或者义务会使义务教育的发展陷入两种极性的不公平中。政策博弈过程是为了寻求一个均衡解,从而实现"双赢"的结果。为此,城市义务教育阶段就近入学政策的制定就要协调好其权利和义务的关系,统筹兼顾,而不能将两者对立起来。 The debate of "privilege or obligation" has been the focus of the implementing of the nearby enrollment policy in our nation's urban compulsory education, and the two are in a game situation. The present situation of China makes that if we insist the nearby enrollment policy purely from an aspect of privilege or obligation, the development of compulsory education will fall into a double polar unfairness. The aim of the gaming process is to find out a balanced solution, so as to gain a result of mutual benefit. So the designing of the nearby enrollment policy in urban compulsory education will have to coordinate the relationship of privilege and obligation, making overall plans and taking all factors into consideration, but not to put the two in an opposite situation.
