摘要
作为一种新型的政府人事制度,政府雇员制一方面创新了政府人事管理的理念,促进我国政府人事制度的改革,另一方面作为一种探索中的新生事物,不可避免地存在负面性和局限性。基于我国政府雇员制的实施现状,在吸收前人研究成果的基础上,对我国政府雇员制的实施状况进行全面地、系统地总结与探讨,并提出了完善我国政府雇员制的见解,希望对实践的探索有所裨益。
As a new government personnel system, government employee system has not only innovated the concept of government personnel management, but also accelerated the reform of it. On the other hand, as a new system in China which is still on the way of exploration, the government employee system has caused some negative effects and problems. Based on the present situation and previous study of the government employee system, this thesis aims at giving an all-round and systematic summary and exploration of the practice of the system. Also it includes the author's opinions on how to perfect the government employee system.
