摘要
政府临时雇员制度始于上个世纪50年代,"辅助性"、"灵活性"和"临时性"是该制度的重要特征。其根本目的是为了赋予行政首长的用人自主权,短期雇用人员以应付辅助性、临时性事务。然而,我国政府雇员完全是地方政府制度创新的结果,其在制度目的、适用范围、薪酬水平、考核与管理、权利义务等方面与发达国家或地区存在较大差异,甚至背离了制度本身的设计初衷。因此,需要在检讨现行地方政府雇员制的基础上,借鉴发达国家或地区的经验和做法,统一政府雇员法制,构建适合我国国情的政府雇员制。
Government temporary employee system began in the 50s last century.It has complementary,temporary,and agility feature. Its fundamental purpose is in order to empower the head of personnel administration the autonomy of staff on short-term employment to deal with temporary,auxiliary administrative services.however,China's government employee system are entirely the result of local government system innovation.Its legislative intent,scope of application,pay level,assessment and management,rights and obligations of developed countries or regions is not only a larger difference,and even go against the system designed itself.Our Country should draw lessons from other countries and developed countries or regions of the experience,set up a sound system for government employees according to the law,develop government employee law as soon as possible.
