摘要
按绩效付费(PFP)机制于21世纪初被提出,并在美国和英围开始实践。PFP机制的内容主要是:医疗保险方(或者政府)通过一系列的经济激励机制改善医疗服务质量。本文介绍了PFP机制的历史、实施中的主要动力和阻力、以及在国际实践中遇到的挑战,并提出建议:PFP机制有助于解决中国目前存在的医疗服务质量问题。
The idea of Pay for Performance (PFP) was raised at the beginning of the 21st century, and was practiced in the US and the United Kingdom. The principle of PFP is: the health insurers (or sometimes the government) try to improve the quality of health care, using a series of financial incentives. This paper introduces the history of PFP, the major opponents and components, and the major challenges in practice. An advice is that PFP should be helpful in solving the problem of health care quality discrepancy in China.
