摘要
煤层气开发项目既属于资源开发利用型项目,又属于社会公益性项目。我国相继出台了一系列鼓励煤层气开采的经济政策,但在推动煤层气产业化进程中仍存在一些亟待解决的问题。应在借鉴国外相关政策的基础上,结合我国当前开发现状,采取鼓励政策,加大对煤层气产业发展的扶持力度;加强对煤层气开发利用的基础理论研究和科技攻关,大力加强煤层气管网等基础设施的建设。
The projects of exploiting coal-bed methane belong not only to the project of resource exploitation and utilization, but social public project. A series of economic policies have been put forward to encourage coal-bed methane exploitation in China, but there are still some issues which requires urgent solution during the process of its industrialization. The paper introduces some foreign governments' inspiring policies of exploiting coal-mine methane and puts forward some proposals in the light of the practice in China for promoting coal-bed methane exploitation and utilization.
