摘要
经济转轨、社会转型的关键时期,存在许多不稳定的因素,社会突发事件的风险越来越大。在这样一个风险社会,如何增强忧患意识,居安思危,提高对风险社会中突发事件的突发性、紧急性、危重性、复杂性、关联性、广泛性、政治性、不确定性和基于新时期风险社会中突发事件形式多元化、规模扩大化、形态群体化、目标国际化等发展趋势就显得十分重要。
There are many unstable factors in the crucial time of economic transition and the social trans-formation, which increase the risk of unexpected emergency. In other words, we are gradually entering into a risky society. This kind of society demands people greatly to strengthen the awareness of unexpected development and be prepared for danger in times of safety, and enhance understanding of the characteristics of unexpected emergency, such as unexpectedness, urgency, seriousness, complexity, connection, widespread tendency, political tendency, and uncertainty etc, and put forward suggestion for the preventive-and-reserve public crisis management mechanism according to the development tendency of the unexpected emergency with its forms being diversified, scale enlarged, mode grouped, and aim internationalized. There is of vital significance to form a long-term mechanism of dealing with unexpected emergency which happens more frequently in the risky society.
