摘要
跨境远程教育是教育全球化背景下的重要形式,但跨境远程教育的独特属性使得跨境远程教育质量保障成为一个难点,这给包括我国在内的教育输入国带来了巨大挑战。本文分析了跨境远程教育的兴起、跨境远程教育质量保障的挑战及相关有代表性的学术观点,并从教育输入国的角度分析了菲律宾、肯尼亚等国家和地区跨境远程教育质量保障的实践情况,进而提出了完善我国跨境远程教育质量保障的政策建议。
Cross-border distance education is an important part of education globalization. Nevertheless, its u-nique features make it difficult to assure quality, posing a considerable challenge globally. The article starts with an introduction to the emergence of cross-border distance education, challenges faced in terms of quality assurance, and influential viewpoints on this issue. It then analyzes the cases of importing education in countries such as the Philippines and Kenya in relation to quality assurance. The ar-ticle also discusses implications for improving quality assurance in distance education in China. Suggestions implicated in the study include establishment of mission and long- term strategy, enhanced supervision of quality provision in cross-border distance education, involvement of stakeholders in quality assurance, en-gagement in win-win international and regional collaboration, joint efforts in the form of distance education consortium to achieve greater social recognition, and more emphasis on interdisciplinary research with a fo-cus on new developments in the use of information technology in distance education.
