2008年《雷斯法案》的修订进一步拓展了适用范围，针对林木原材料及其制品在美国市场的商业贸易设立了严格的申报审核制度和违法处罚措施，这给中美林产品贸易市场带来影响，产生了冲击。准确了解立法背景，正视立法意图，明确法案实施给林产品贸易市场带来的危害，研究应对策略，寻求多条解决问题的路径，是确保我国广大林产品贸易商利益的根本途径。
The amendments of Lacey Act in 2008 expanded its protection to a more range and established strict report and census system and penalty measures. The amendments influenced the forest product trade between China and America to a significant extent. In order to ensure the profits of China＇s merchants in forest product market, it is critical to understand the background and purposes of the legislation, define its side effects on forest product trade, and take multiple countermeasures accordingly.
