摘要
本文从分析地方政府行为与区域经济增长之间的关系入手,运用面板数据分析方法对1998-2006年间中国东、中、西部地区的财政支出结构与地方经济增长的关系进行了实证分析。结果表明政府部门的过度攫取与干预都可能导致经济扭曲,损害本地区经济的整体效率和经济增长。总的来看,基建支出比例的增加有助于地区经济的增长,但行政管理费支出比例过高会损害地区经济效率;经济越发达,科技支出对经济促进的效果越明显,而教育支出对地区经济增长的影响差异较大。
Starting with analyzing the relationship between local government behavior and regional economy growth, this paper makes an empirical study on the relationship between public expenditure structure and regional economy growth in east, central and the western region in China, applying panel data during the years from 1998 to 2006. The result indicates that excessive government extortion and interference may possibly cause economic distortion, harm local economic efficiency and growth. The public construction expenditure is conducive to the local economy growth, but the government administrative expenditure will impair local economic efficiency. The more developed an area is, the better effects of S＆T expenditure in enhancing economy growth will be, but the effects of the educational expenditure on the local economic growth is uncertain.
