摘要
本文对基础设施项目融资的资金结构进行了研究。首先,对项目融资的资金结构与融资渠道的含义进行了分析;然后,研究提出了资金结构测算方法;最后,以某项目为例研究了具体的资金结构的测算问题,提出的测算思路是:第一步分析非债务性资金与债务性资金比例结构;第二步分析非债务资金中政府拨款与企业资本金比例结构;第三步在综合分析的基础上推荐资金结构方案。
This paper studies the capital structure in infrastructure project finance. First, we present an analysis on the definition of the capital structure and financing channel in project financing. And then, we propose a method for calculating the capital structure. Finally, taking a project as an example, we examine the specific calculation process of capital structure, and provide three steps to calculate the capital structure： 1） analyze the ratio between the non-debt funds and debt funds： 2） analyze the ratio between government funding and enterprise capital funds in non-debt funds; 3） figure out the capital structure scheme based on a comprehensive analysis.
