根据海河流域生态环境恢复工程的项目收益范围和收益人群,提出政府和市场、中央和地方、地方与地方之间,以及不同产业之间和不同人群中间的项目投资分摊原则和补偿机制,同时提出了包括融资模式、项目资金组成以及管理等的融资方案,最后提出了相应的政策建议。
According to the beneficial range and community of the rehabilitation of ecological environment of Haihe River basin, the engineering investment allocation principles and compensation mechanism are put forward among the government and market, the central government and local government, different local government, different industries and different communities. Financing schemes are also given, including financing modes, financing components as well as management. Finally corresponding suggestions to policy are given.
