The Shanshiyuan (Charity Temple) is the highest government department in charge of Buddhist affairs. It was set up in January of the first year of Hongwu (1368 AD) and stopped in December of the fourteenth year of Hongwu (1386 AD). There four ranks of officials in the department. Duties of the department include selecting abbots of temples, governing monks in all provinces, and issuing monk permit. The mistaken or insufficient record of Shanshiyuan in the history books about the Ming Dynasty were rumored from generation to generation and thus needs investigating and rectifying.
