摘要
我国的电子政务经过前一阶段的平稳发展和这两年的重点发展,已经取得了重大进展,建设规模日益扩大,发展速度急剧提升,但也存在着一些不得不面对的问题。政府上网流于形式,网站信息过时陈旧,忽视了电子政务系统的整合及人员建设;缺乏统一的规划和技术标准;缺乏有效的法律保障;认识和观念上的问题。对此,本文在对我国电子政务发展现状分析的基础上,提出了相关对策。电子政务建设作为国民经济和社会信息化发展的战略重点,要不断适应改革开放对政务工作的需求,以需求为导向,增强政府工作的科学性、协调性和民主性,而不是简单地将政府工作电子化和网络化。
After a steady development stage and the two years＇ development in e - government , it has made great progress. And the ele - ctron government in our country develops quickly, and the constructi - on scale is expanding, however it also exists some problems which we have to face. The government＇s information on the web site is outdated and old, neglecting the e - government system＇s integration and the staff＇s construction, Lacking of unified planning and technical standard, lacking of effective legal protection. The problems on peaple＇s Understanding and ideas. Based on the analysis of our present development in e- government,this text will give the relevant countermeasures. The government＇s affairs which are the strategic key to the development of the national economic and the social information ,must adapt to the constantly on the reform and opening, the government must work for the real needs to themselves. Strengthen the scientific, coorination and democracy, rather than simply to make the work of the government to be electronic and networking. The development of our country ＇s electron government affairs have heavy responsibities, but it＇s promising.
