摘要
跨国公司在华研发投资既是跨国公司母国国家创新体系向海外的延伸,也是中国国家创新体系的组成部分。具有双重性质的跨国公司在华投资对中国国家创新体系存在正反两方面的影响。中国要努力趋利避害,通过改善跨国公司在华研发投资环境,改进跨国公司在华研发投资知识产权保护,增强跨国公司在华研发与中国国家创新体系的关联,推进跨国公司在华研发投资的制度创新,不断完善中国国家创新体系。
Research ＆ Development investment by multinational corporations in China is not only a national innovation system extending to the overseas by the multinational home, but also one component of Chinese national innovation system. There are both positive and negative influences on Chinese national innovation system, thanks to the multinational companies with dual nature investing in China. We should strike to make use of favorable conditions and avoid unfavorable conditions, improve investment environment of multinational corporations to research and de- velop in China, strengthen the connection between the research and development from multinational corporations in China and our Chinese innovation system, advance the institutional innovations when multinational corporations research and development in China, and then consummate the Chinese national innovation system unceasingly.
