摘要
思想库在英国公共政策形成过程中起着重要的作用,一般包括"早期预警工作"、为现代国家所面临的日益复杂的各种挑战提供解决方法、进行政策宣传等六项功能。主要通过出版著作、组织各种各样的会议和讲座、利用各种舆论工具等途径达到宣传其主张、制造和左右舆论、影响政府决策的目的,但与美国思想库相比,英国思想库的政治影响有很大的局限性。
The British thinktanks in the public policy formation have at least six important functions, such as the ＂early-warning-job＂ ,offering solutions for how to handle the challenges in increasingly complicated modern countries and the ＂policy propagation＂. They mainly use the publications, meetings, lectures and use all kings of mass media so as to attain the aim of propagating their advocacies, manufacturing and controlling public opinions,and influencing the government policy making. Compared with the US, British thinktanks have very big limitations.
