摘要
高校内部教学质量保障体系的核心要素是教学保障,而非监控和评价。以外控管理为主要价值取向的教学质量保障体系,在不自觉中会形成制约教学质量提高的制度性障碍。高校教学活动的复杂性、创造性和学术性,决定了高校专业教学人员不仅是教学质量保障体系的责任主体,更是教学质量保障体系的评价主体。
The core in constructing a teaching quality assurance system in higher education institutions is mot teaching monitoring evaluation, but teaching assurance. The teaching quality assurance system baesd on external management forms unconsciously the institutional barriers which constraint to improve the quality of teaching. The complexity, creativity and techmicality of teaching activities determines that the professional teaehing staff in higher institutions are the subject of responsibility and evaluation.
