摘要
油田企业节能减排目标管理应以油气生产过程为基础,按照目标管理的 SMART 原则合理制定节能减排的总目标。总目标确定后,各级节能减排管理人员要通过细分油气生产的工艺流程,制订可行的节能减排措施,将节能减排的总目标逐级分解到各工序,将责任逐级落实到各级单位直至具体岗位。抓好计划、过程跟踪控制和绩效考评,确保节能减排目标的实现。
The target management of saving energy and reducing effluent in oilfield enterprise should be based on oil and gas production process, and the general target of saving energy and reducing effluent should be determined according to the SMART principle of target management. Management of various levels of saving energy and reducing effluent should work out feasible measures of saving energy and reducing effluent through sub - dividing oil and gas production process and divide the general target into the process steps, put into effect the responsibility down to the various levels till special positions. They should do wen the tracking and controlling of the plan and process and performance evaluation, make sure to fulfill the target of saving energy and reducing effluent.
