摘要
服务型政府是我国当前时期的主导行政范式。服务型政府首先是以服务为核心价值的政府理念,是公民本位和公民意志在社会管理中居于决定性地位,旨在重塑公共行政价值观,解决当下行政人员价值观失范的问题。服务型政府的建设是一个长期、复杂和艰巨的任务,必须依靠观念的植入和外在制度的保障。用价值分析方法对服务型政府理念及建构问题进行探讨有利于彻底转变政府的官本位意识、官僚主义作风等传统行政价值观,使上层建筑和法律制度的设置规范化、伦理化,最终从根本上保证公民权利的实现,解决政府权力异化问题。
At present, service -oriented government is the dominant administrative paradigm in China. Service -oriented government primarily emphasizes the notion of having services as its core value and places the citizens and the people＇ s will in the decisive position in social management, aiming at remolding public administrative values and resolving the current problems of administrators＇ anomie of values. The establishment of service - oriented government can not be finished overnight but it＇ s a long - term complex and arduous task, relying on the implantation of concepts and the guarantee of external institutions. Surveying the service - oriented government in the perspective of ethics is propitious to thoroughly transform the government＇ s traditional administrative values, such as the ideas of ＂Ranking of Officials＂ and the bureaucratic work style. The kind of ethical survey can standardize and ethicize the setting of the superstructure and the legal system, ultimately ensuring the realization of citizens＇ rights and solving the problem of power dissimilation.
