摘要
教育政策作为一种公共政策,具有公共属性、工具属性、动态属性、系统属性四个基本属性。教育政策评估是对教育政策过程及其效果的事实判断和价值判断,教育政策评估标准决定着教育政策评估的方向和效果。借鉴国内外公共政策评估标准和我国教育政策评估标准的研究成果,可以架构我国教育政策评估标准体系,即"3E"(公平、效果、效率)+"3F"(可行性、可预测性、程序公正性)+"3C"(兼容性、简明性、满意度)。
As a public policy, educational policy has the attributes of publicity, instrument, dynamics and system, while educational policy evaluation is a fact-judgment and value-judgment of its process and effect. Direction and effect of educational policy evaluation is decided by its evaluation standard. On the basis of the research results of both international and Chinese public policy evaluation standards, we can construct our own educational policy evaluation standard system including "3E" ( Equality, Effect, Efficiency ) +"3 F" ( Feasibility, Foreseeability, Procedural Fairness)+"3C"(Compatibility,Conciseness,Contentment).
