摘要
本文分析了传统户籍制度对构建和谐社会产生的消极影响,提出了北京市户籍制度改革应遵循的基本原则,并针对性地提出北京城乡户籍制度改革的思路:统一城乡户口登记制度,统称为北京市居民户口;对"流动人口"采取差异化对策;鼓励存量人口的自由流动;在户籍制度改革中充分发挥社会组织的力量。
First, this article analyzed the passive effects of traditional household registration system to the harmonious society, then it brought forward the principles which should be followed during the household registration system reforms. Finally, it brought forward suggestions for the household registration system reform of Beijing as follows： Unifying the household registration system between the urban citizens and the rural populations; taking various policies according to the actual instance of the floating population; accelerating the free migration of the existing population; and conducting the role of the social organizations fully in the course of household registration system reform.
