摘要
改革开放以来中国对外贸易管理体制在中央高度垄断的基础上,从下放管理权限到实行承包制,从扩展经营权到实施自由化,期间经历了一个"重心向下"的演进路径。中国对外贸易管理体制的演化既是一个"自然选择"过程,又是一个"适应性学习"的过程,两种经济演化机制彼此交叉地发挥着作用。
Since the reform and opening up, China＇s foreign trade management system has experienced an evolution- ary path changing from the monopoly of the central government to the liberalization of the system in the whole society. The process has been a gradual downward shift of the management power from the central government to the execution of the contractual system, and from the expansion of the management power of enterprises to the implementation of liberalization. Such an evolutionary process is one of＂natural choice＂ as well as a process of ＂adaptability＂, both playing complementary roles during the process of change.
