摘要
欧日农产品批发市场一般由政府划拨土地搭建一个公益性交易平台,委托运营商实施管理,政府投资不要求利润回报,每年还给予运营补贴。立法规制、规划审批、投资监管、财政补贴是其基本特点。我国农产品批发市场在实践操作层面目前仍然是一个营利性组织。对我国农产品批发市场要有颠覆性思考。要加强立法,要加大政府投资力度,要改变传统的运营模式。在农业生产组织化程度还没有突破性提高的背景下,批发市场完全可以作为政府有效控制食品安全的枢纽。
The agricultural products wholesale market in Europe and Japan is a trading platform set up by the government＇ s allocated land for public welfare. Its commission operators implement management while the government investment seeks no profit returns and even subsidies operators each year. The market has four basic characteristics, namely, the rules of legislation, the approval of plans, the invesment monitoring and the financial subsidies. In China the agricultural products wholesale market is still profit-seeking at the operational level. It is imperative that we must think subversively, strengthen legislation, improve government investment, and change traditional operating modes. Agricultural products wholesale market can be turned into a key by which the government can effectively control food safety.
